An opportunity for artists and artist groups worldwide to apply for the Open Call for Public Art, aimed at creating an artwork that pays tribute to the Missing Persons as a result of the Kosovo war (1998–2000).
Memorial on Commemorating the Missing Persons of the war in Kosovo
Humanitarian Law Center Kosovo and Missing Persons Resource Center have the pleasure to invite artists and artist groups to participate in the international open call for creating a public artwork in Kosovo raising awareness on the missing persons issue, commemorating and initiating a social dialogue in this matter.
HLCK will establish a professional commission in selecting the artwork by prioritizing inclusivity, victim-centered approach, innovation and cross-cutting approach.
The memorial will be realized in the public space of the city of Pristina or in another city of Kosovo.
HLCK invites the interested artists to send the following documents at [email protected]:
1. A CV & Portfolio
2. Illustration of the concept idea, i.e. visualization by means of drawing, image material or
animation including the surrounding space (1 PDF up to 2 MB)
3. Concept, i.e. presentation of the project with an explanation of its significance and effect in the
public space (max. 2,500 characters)
4. Budget breakdown, (should not exceed the amount of 15000 euros) subdivided into: realization costs (incl. all costs for material, transport, assembly and dismantling, permits, maintenance and PR), fee costs (incl. artistic fee costs and project management, technicians), other costs
5. Timetable for development and implementation

Humanitarian Law Center Kosovo (HLCK) since 1997 documents the victims of war crimes and other gross violations of human rights. All HLCK activities relate to the field of Transitional Justice and contribute to the achievement of justice for victims, establishment of accurate narrative about the war, supporting families to realize their right to reparation and education of youth in the field of Transitional Justice and contributing to the memorialization of victims of war.
Missing Persons Resource Center (MPRC) was established in March 2017 by representatives of the Kosovo Albanian and Kosovo Serb families of missing persons and is a unique organization in Kosovo that brings together families of missing persons from all ethnic backgrounds, encouraging cooperation among them with an aim of sharing knowledge towards enlightening the fate of missing persons in Kosovo. The principal mission of the “Missing Persons Resource Center” is to serve as a constant reminder to the government in fulfilling their obligations in enlightening the fate of all missing persons in Kosovo.
