Training for the Kosovo Judiciary in the area of war crimes

On 11 and 12 October of 2022, the Humanitarian Law Center of Kosovo (HLCK), in cooperation with the Academy of Justice, held a training on War Crimes for judges, prosecutors and professional associates involved in war crimes proceedings in Kosovo.

Topics addressed in the training included: history of court processes on war crimes in Kosovo; the Croatian experience in proceeding war crimes in absentia; the legislative framework of Kosovo in adjudicating war crimes in absentia; sentencing policies on war crimes and criminal law enforcement; individual criminal liability under the forms of command responsibility and joint criminal enterprise; and exploration of ICTY databases.

Trainers involved for the training were: Jasmina Dolmagić - Croatian prosecutor, Drita Hajdari - Special Prosecutor at SPRK, Valon Kurtaj - judge at the Basic Court in Prishtina, and Amer Alija - coordinator and legal analyst at HLCK.

The training was attended by judges of the Supreme Court, Court of Appeals - Special Department, and the Basic Court in Prishtina - Special Department, special prosecutors from the SPRK, and professional associates involved in investigations and trials on war crimes in Kosovo.

The aim of this training was to exchange experiences between Kosovo and Croatia in proceeding war crime cases.

The HLCK and the Academy of Justice shall make continuous efforts to conduct training in the field of war crimes, involving regional and international experts.

This training was conducted under cooperation between the HLCK and the Academy of Justice, under the support of the Swiss Federal Department for Foreign Affairs, through the Swiss Embassy in Kosovo, and NED (National Endowment for Democracy).
